Overall, #1 is Todd and #2 is Ba’al. I love some of the others, but they don’t really place as unlikely ally.

Todd vs Shran: Shran, though I will miss Todd’s ebullient sense of humor and light-hearted jokes to turn me into a dessicated husk.
Ba’al vs Vala: Ba’al. Going to have to never drop my guard but as long as I keep telling him his contributions are invaluable it may go okay.
Maybourne vs Londo Mollari: Maybourne. Londo betrayed the galaxy and all of our futures.
G’Kar vs Harvey: G’Kar, no doubt.
I do, I think, understand what you mean when you say the writer in you would choose the characters most likely to lead to conflicts that need resolving.
There’s a podcast from two guys in the UK called Dr Who Adversaries and another from same people called Blakes 7 In Character. In one of their deep dives they talked about how the Dr Who companion Sarah Jane Smith, played by Elizabeth Sladen, seemed unusually likely to twist her ankle or lose her footing and fall off a cliff or the like, opining that it’s less fruitful to write for a character who is competent and capable as opposed to one who constantly gets into trouble or tends to trip over small hillocks, thus presenting a conflict to resolve.
